Free MS Excel Spreadsheet for Party-List CHPV Elections
Two versions of this spreadsheet are available. The smaller one is optimised for a screen resolution of 1024 x 768 pixels and caters for up to sixteen parties and eight winners. The larger one is instead optimised for a widescreen resolution of 1920 x 1080 pixels and handles up to twenty four parties and twelve winners.
The first two pages of the smaller spreadsheet are shown below. Page 1 of either version is the main section where the election specification and voter data are entered via the yellow cells. It also displays the outcome of the election in terms of the number of seats won and the candidate averages for each party in the green cells. Page 2 is a supplementary results section and shows the tally share, seat share and the share discrepancy for each party in both tabular and bar chart formats. It also outputs the disproportionality or least squares index for the election. An example election is incorporated into these two pages.

Specification
- MS Excel document size: 52KB (smaller version) or 106KB (larger version).
- Optimised for a screen resolution of 1024 x 768 pixels (smaller version) or 1920 x 1080 pixels (larger version).
- Number of parties (S): from 2 to 16 inclusive (smaller version) or from 2 to 24 (larger version).
- Number of winners/seats (W): from 2 to 8 inclusive (smaller version) or from 2 to 12 (larger version).
- Number of voters (V): 100,000,000 maximum.
- Contains an example election as an initial guide.
- Allows entry of the tally totals for each party.
- Incorporates automatic input data validity checks.
- Includes automatic tie breaking.
- Declares the number of seats won by each party.
- Lists the W candidate averages for each party.
- Outputs the tally share and seat share for each party.
- Outputs the discrepancy between these shares for each party.
- Displays a bar chart for each of these three outputs.
- Generates the least squares index (LSI) for the election.
Instructions for Use
Some guidance notes are provided on the spreadsheet itself but a more detailed set of instructions is given below:
- If desired, save a separate copy of the spreadsheet with the example election still included.
- In a working copy, delete the example election data and ensure that all the yellow cells are blank.
- Ignore all check messages ("Valid" or "Error!") until data entry is complete.
- Enter valid numbers for the Number of Valid Votes Cast (V), the Number of Parties [Candidate Sets] (S) and the Number of Winners/Seats (W) into the appropriate three yellow cells.
- For the automatic tie breaking, ensure that one party is randomly selected as party A, another as B, a third as C and so on until all have been selected.
- For each party, enter the total number of votes awarded to it into the appropriate yellow party tally cell.
- For parties that do not exist, leave the relevant cells blank.
- Inspect all three column check cells for any "Error!" messages.
- Correct where necessary and ensure that all messages report "Valid" before proceeding further.
- The results of the election (seats won and candidate averages for each party) are shown in the green cells on this same page.
- Where a party wins X seats, the top-ranked X candidates on its party-list are declared the winners of these seats.

- If desired, save or print the excel document as a permanent record of the election.
